Licence terms

Hallitustuki · Publication version 1 · Updated 25.10.2026

Sections 1–8 apply to recycling materials. The maintenance and responsibility-allocation terms are in sections 9–10. Section 11 applies to the everyday-life materials and house-rules tool.

1. Choose the right distribution licence for your housing company

Two housing-company licences are available for notice and working templates, label and recycling printouts, and the Every Home Recycling Guide: one-off distribution or an extended licence as a continuing 12-month subscription. The licence covers one housing company named in the order. The selected product, distribution format and licence appear in the order confirmation. All products are downloadable digital materials. Physical products, printing, materials, postage and delivery are not included in the digital price.

2. Prices and product contents

One-off distribution for one named housing company, without automatic renewal: notice and working templates €19. One batch of labels and recycling printouts €19. Every Home Recycling Guide for one-off distribution by a housing company €19. All three communication materials for one-off distribution €49. The action guide and calculator plus all three communication materials for one-off distribution €88: the permanent book and calculator €39, plus one-off distribution €49.

Extended 12-month licence for one named housing company: notice and working templates €29 / 12 months. Label and recycling printout materials €29 / 12 months. Every Home Recycling Guide for a housing company €39 / 12 months. All three communication materials €79 / 12 months. The action guide and calculator plus all three annual materials €118 for the initial order: the permanent book and calculator €39, plus annual materials €79. Renewal for the next period is €79. The book and calculator are not charged again.

Separate products with permanent licences: the Improve Recycling in Your Housing Company in Six Months action guide and calculator for a one-off payment of €39. Every Home Recycling Guide for your own home for a one-off payment of €4.90. The household product does not include a housing company’s distribution or online-publication rights.

Prices are the total prices payable by the customer, including applicable taxes. Materials included in a package do not need to be ordered separately.

3. One-off distribution — printouts or personal PDFs

The one-off distribution licence covers the purchased version of the materials. When ordering, the housing company chooses either printed distribution or personal PDF distribution. The one-off payment does not renew automatically and does not include future material versions or price-data updates.

Before distribution, the materials may be freely edited for the named housing company’s needs: texts, images, prices and layout may be changed, the company’s own logo added, language versions created, and all or part of the materials used. The party making the edits is responsible for the rights to any new content added.

Printed distribution permits one production batch and one coordinated distribution round to the housing company’s residents and shareholders. The number of copies is not limited by the number of apartments or residents. Printouts may also be displayed on the company’s own noticeboards during that round. PDF distribution permits one coordinated electronic distribution round of personal PDF copies to residents and shareholders, for example by email. A failed delivery within the same round may be corrected without a new order.

Both distribution formats may not be used under the same one-off order. The licence does not cover repeated distribution rounds, an ongoing resource library, or publication on a website, intranet, resident portal or other continuously accessible download location. A later distribution, for example to new residents, is a new distribution round. It requires a new one-off order or an active extended licence.

Recipients may keep the paper and personal PDF copies delivered to them. A printout placed on a noticeboard may remain on display. The housing company may retain an administrative archive copy. This does not authorise further printouts, distribution rounds or continuing online publication.

Special condition for labels and recycling printouts: the one-off product is one batch of labels and printouts. It permits one production and installation batch for the named housing company’s waste bins and waste area. The required quantity of labels and printouts may be produced in that same batch. The PDF may be supplied to a printing service to produce this batch; this is not distribution of the label PDF to residents. Labels and printouts already installed may remain in place. A later additional batch, production of replacement labels or printing of new prices requires a new one-off licence or an active extended licence. A package’s printed or PDF distribution selection does not change this special condition for label materials.

4. Extended editing and distribution licence — 12 months

During an active subscription, the named housing company may freely edit the annual materials for its own needs: change texts, images, prices, colours and the logo, create language versions, and use all or part of the materials. The party making the edits is responsible for the rights to any new content added.

The materials may be used in all of the housing company’s own communication formats: websites, intranets, resident portals, apps, emails, noticeboards, printouts, printed guides and labels, presentations, and image, audio and video communications. Publishing the entire Every Home Recycling Guide on the company’s own public website is also permitted. There is no limit to printouts, copies, downloads, residents, channels or distribution rounds in that company’s communications. The materials may be included in a welcome pack for new residents.

The annual price includes an annually reviewed material version and updates, price-list templates and new notice templates published for the purchased product during the licence period. Updates apply to the content purchased; a subscription to one product does not include every separate product.

5. Continuing annual subscription and its termination

The extended licence is a continuing subscription. Its 12-month licence and billing period begins on the date stated in the order confirmation and renews automatically at the end of the period unless cancelled before the next period begins. The subscription may be cancelled in writing at posti@hallitustuki.fi. Cancellation before the next period prevents renewal; the licence continues until the end of the current contract period.

A renewal invoice is sent using the selected billing method, as an e-invoice or email invoice, on the anniversary of the licence start date every 12 months. It is paid through the customer’s bank using the account number and payment reference on the invoice. The first renewal invoice is sent on the anniversary of the licence start date, 12 months after the period began. Subsequent renewal invoices are sent every 12 months. Payment is due within 14 days of the invoice date. The due date is stated on the invoice. The period continues to begin on its anniversary; the payment term does not postpone the start of subsequent periods. The customer pays each renewal invoice separately through their bank in accordance with its payment instructions. The card is not charged automatically. This is an invoice for a continuing subscription, not an optional renewal offer, and a new period does not require a new order.

When you select Invoice to the housing company as your payment method, the materials become available after the order is confirmed. The first 12-month period of the continuing licence then begins on the order date. The invoice is paid separately by its due date. Failure to pay the invoice does not cancel the subscription or remove the obligation to pay for the agreed period.

This anniversary billing applies to new orders whose confirmations specify this billing method. This update does not change billing schedules agreed for earlier orders or invoices already issued.

The prices for the first and subsequent periods, renewal date and cancellation method are shown before a binding order and in the order confirmation. One-off distribution products, the €39 book and calculator, and the €4.90 household product do not renew.

Once the subscription has been cancelled and the final contract period ends, the housing company must stop further editing, printing, commissioning printing and distribution of the annual materials. By the end of that final period, it must remove the annual materials and any edited versions from residents’ access on its websites, portals, intranets, resident apps and other active distribution channels.

Labels already installed, and paper and personal digital copies supplied to residents before the end of the period, do not have to be recalled or destroyed. Recipients may keep their copies. This does not entitle the housing company to continue offering materials in a portal or to make new copies after the subscription ends.

The housing company may retain administrative archive copies, minutes, its own decisions, monitoring results and other data of its own. The archive exception does not cover keeping annual materials available for residents to read in a distribution channel. Permanent rights to the board’s action guide and Excel calculator remain in force.

6. Permanent rights to the action guide and household guide

The purchased version of the Improve Recycling in Your Housing Company in Six Months book and the accompanying Excel calculator may be used permanently in the operations of one named housing company. The book’s one-off price of €39 is not an annual subscription. The book’s own working templates are included in the permanent licence. Separately supplied notice materials are ordered separately or as part of a communication package and are subject to the one-off or annual licence selected in the order. Public online publication or resale of the entire action guide is not included.

The Every Home Recycling Guide for your own home costs a one-off €4.90. The purchased version may be used, edited and printed permanently for that household’s own needs. This does not include distribution to other households or housing companies, public online publication, resale, or updates to future versions and price data.

7. General limits, price data and printing

The board, property manager, maintenance service and any communication or printing service engaged by the housing company may handle the materials on behalf of the named company within the purchased licence. Rights do not include resale, use by other housing companies or a general template library. A multi-property licence for a property-management company or property owner must be agreed separately.

Public price data is updated in extended annual products using available published price lists. Automatic availability of housing-company-specific contract prices is not promised. The housing company checks its own invoices and contracts and confirms the prices, local sorting instructions and company details to be distributed.

Price data relates to emptying a whole bin. No particular savings or recycling rate are promised. A digital licence does not include physical labels, printing or delivery unless separately agreed. The printing company verifies the final artwork and a material suitable for the surface. These housing-company licence terms do not limit consumers’ statutory rights.

8. Open data and the use of your own information

These terms apply to Hallitustuki’s own protected content, templates and layout, including edited versions made from them. They do not confer exclusive rights to sorting facts or the housing company’s own information. Separately identified HSY open data is subject to the CC BY 4.0 licence. These terms do not restrict the rights granted by that licence. The source, licence and changes made are identified in the guide. CC BY 4.0 licence

9. Ready-made maintenance and responsibility-allocation PDF products

This section applies to responsibility charts, resident guides and resident notices sold as ready-made PDF publications. Their licences are governed by the following special terms and the product-specific licence supplied with the purchase. The free-editing rights for recycling materials do not apply to these ready-made PDFs. The housing company’s name and contact details may be entered into the PDF’s existing fields. Other text, images, colour markings and layout may not be altered. Section 10 applies to the separately sold Responsibility Chart Editor browser tool and its outputs.

For your own home: the resident guide €11.90, or the guide and responsibility chart €14.90, as a one-off payment. The purchased content version remains for one household’s permanent personal use. The licence does not cover distribution to other households, a housing company’s resident distribution or online publication.

Housing-company one-off distribution: the resident guide €29, the responsibility chart in A3 and A4 €19, or the guide, chart and resident notice together €39. The price covers all apartments in one named housing company in one printed or personal PDF distribution round. It is not a per-copy or per-apartment price. One-off distribution does not renew and does not include ongoing website or portal publication, new distribution rounds or future updates.

Extended housing-company licence: the resident guide €49, the responsibility chart €29, or the guide, chart and resident notice together €69 / 12 months. One named housing company may publish the purchased materials on its own websites, intranet and resident portal, and print and distribute them without limit in its own communications, including to new residents. Updates published during the licence period are included. The extended licence is a continuing subscription that renews automatically every 12 months. It must be cancelled before the next period begins at posti@hallitustuki.fi. The next period is invoiced through Fennoa at the agreed price; the card or Klarna is not charged automatically. Payment is due within 14 days of the invoice date.

After expiry, no new copies or distributions may be made and the materials must be removed from the housing company’s active online channels. Personal copies already delivered do not have to be recalled. An administrative archive copy may be retained. The same purchase model and price apply to language versions. The package price covers every component; they do not need to be purchased separately. Physical printing and distribution are not included in the digital price.

The materials provide general guidance. The housing company’s articles of association, alterations, the background of installations and the circumstances of an individual case may affect the allocation of responsibility. The materials are not a company-specific decision on responsibility and do not replace an investigation of the situation.

10. Responsibility Chart Editor — materials edited in a browser

10.1 Product and permitted editing. The Responsibility Chart Editor is a separate browser tool for one named housing company. For online-payment purchases, the target company is named on first use; for invoice orders, it is taken from the invoice order details. Its functions may be used to change markings in responsibility illustrations, item names, explanations and grounds, and the company’s own instructions. The same information may be used to create A3 charts, A4 notices and A5 resident guides within the selected licence. The price is not based on the number of apartments or recipients.

Editing rights apply to this product and the materials included in its tool. They do not change the rights attached to separately purchased ready-made PDFs or transfer copyright to the buyer. The board, property management, maintenance service and the company’s communication or printing service may handle the materials on its behalf. The materials or images may not be resold, shared for use by other housing companies or published as a general resource library. The housing company is responsible for the rights to content it adds. These terms do not restrict its rights to its own information or general responsibility-allocation facts.

10.2 Limited licence: €59 one-off payment. Editing and export rights last for 60 days from the date of the confirmed order. During that period, one company-specific set of content may be finalised and used to produce the selected charts, notices and resident guide. Different page sizes are not separate distribution rounds if distributed as the same coordinated set.

The licence covers one distribution round to the company’s residents and shareholders. The order selects either one paper production and distribution batch or one round of personal PDF copies. The purchase does not cover both methods. There is no limit to copies or recipients within the named company. Paper charts and notices may also be placed on its own noticeboards. The file may be given to a printer only to produce that batch. Failed deliveries and missing copies within the same round may be corrected.

The set finalised during the editing period may be distributed in this single round after that period ends. Recipients may retain their personal copies, the company may retain an archive copy, and charts and notices already displayed may remain in place. The licence does not cover a continuous download location, website, intranet or resident-portal publication. A later new material version or distribution round, including to new residents, requires a new one-off purchase or an active extended licence. The purchase does not renew automatically.

10.3 Extended licence: €99 / 12 months. During the period, the named housing company may edit the materials, create new versions, and print and distribute outputs without limit in its own communications. Use is permitted on its own websites, intranet and resident portal, in personal digital distribution, on noticeboards and as paper printouts. The company’s own public website and new residents moving in during the period are also covered.

The first 12-month licence and billing period begins on the confirmed order date. The subscription continues automatically for further 12-month periods at €99 / period unless cancelled in writing at posti@hallitustuki.fi before the next period begins. State the order number and buyer’s name, and the target housing company if it has already been named. Cancellation prevents the next renewal; the licence continues until the end of the current period. A new period does not require a new order or separate renewal confirmation.

The renewal invoice is issued through Fennoa on the anniversary of the licence start date. It is sent as an agreed e-invoice or email invoice and paid through the customer’s bank using the account number and reference on the invoice. Payment is due within 14 days of the invoice date. The card or Klarna is not charged automatically. The payment term does not postpone the period’s start. Failure to pay does not cancel the subscription or remove the obligation to pay for the agreed period.

The period includes content updates Hallitustuki publishes for this product during that period. A new content version is not promised every year. The subscription does not include automatic monitoring of legislative changes, review of the company’s documents or case-specific legal advice. Content edited by the company does not update automatically.

When the final contract period ends, the right to further editing, printing and distribution ends, and outputs must be removed from the company’s active online channels. Archive copies may be retained. Personal PDFs and paper copies already distributed do not have to be recalled, and charts and notices already displayed may remain in place.

10.4 Delivery, technical requirements and responsibility. Instructions and access to the commercial tool are delivered as specified when the order is confirmed. A confirmed Invoice to the housing company order grants access before the invoice is paid. The tool requires an up-to-date browser, JavaScript and an internet connection to load the tool and illustrations. A computer is recommended for extensive editing. Reading and printing the resulting PDF requires PDF-compatible software. The product does not include editable Word or Excel files, printing, paper, postage or physical distribution.

The workspace is stored in the browser used. It is not a cloud backup and does not transfer automatically to another device. Clearing browser data may delete unfinished work. Save the final PDF to your own device; it is not a workspace backup that can be reimported into the editor. Retention of the workspace in the browser does not extend the purchased editing or distribution rights.

Responsibility markings are based on information checked by the housing company; editing an illustration does not change responsibilities under the law or articles of association. Before distribution, the company checks the property type, documents and alteration history. The service is a tool supporting the company’s own communications, not a legal determination for an individual property. If the tool or delivery does not match what was agreed, contact Hallitustuki. Contractual and statutory rights in the event of a defect remain in force.

10.5 Seller. Hallitustuki, Business ID 2197418-9, VAT number FI21974189. Bulevardi 21, 00180 Helsinki. posti@hallitustuki.fi, 020 340 200. Author: Timo Metsälä / Hallitustuki. Prices are the total prices payable by the customer and include VAT at 25.5 %. These product-specific terms supplement the store’s general order and contract terms.

11. Everyday life in housing companies and house rules

This section applies to the resident guide, notices, forms, complete packages and house-rules tool in the Everyday Life product family. The licence covers one named housing company and all its apartments. For online-payment purchases of the house-rules tool and Plus package, the target company is named on first use; for invoice orders, it is taken from the invoice order details. The price is not per copy or apartment. The product-specific terms version is HT-ARKI-2026-10-23.

One-off distribution: resident guide €29, notices €19, form package €29, complete package €49, house-rules tool €39 and Plus package €69. One-off distribution does not renew. One company-specific set of materials may be finalised and distributed in one coordinated round, either on paper or as personal PDFs. Distributed copies may be retained and displayed notices may remain in place. Forms already distributed may also be completed, returned and processed later. One-off distribution does not grant ongoing website, intranet or portal publication rights or the right to further distribution rounds.

Extended use and editing licence as a continuing 12-month subscription: resident guide €49, notices €29, form package €49, complete package €79, house-rules tool €69 and Plus package €119 / 12 months. During the period, materials may be edited for the company’s needs, printed and distributed without limit, and published on its websites, intranet, resident portal and other communication channels of its own. Updates to the purchased product published during the period are included.

The subscription renews every 12 months at the same period price unless cancelled before the next period begins at posti@hallitustuki.fi. The initial order can be paid using an online payment method offered by the store or invoiced through Fennoa. A verified housing-company invoice order grants access after confirmation and before the invoice is paid. Renewal is invoiced through Fennoa on the anniversary. The payment term is 14 days. The card is not charged automatically. Non-payment does not cancel the subscription.

When the subscription ends, further editing, printing and distribution must stop and the materials must be removed from active online channels. Previously distributed personal copies, displayed notices, decisions and administrative archive copies may be retained. Hallitustuki gains no exclusive rights to the company’s own information or decisions. A service provider may handle the materials on behalf of the named company, but the licence does not extend to other client companies. Resale and distribution through a general template library are not included.

The house-rules tool and its outputs

The tool runs in a browser. Its software is not supplied as a downloadable file. The one-off distribution product includes 60 days of preparation and output creation for one final version. The extended licence provides access for the licence period. The tool can create A4 house rules, an illustrated A3 summary, an A4 resident notice and a draft resolution. The selected one-off or 12-month licence applies to distributing these outputs. Access requires signing in with the email address used for the purchase and a licence verified for that housing company.

The rules are a preparation template. Before approval and publication, the company checks the content, articles of association, any authority decisions and decision-making powers, and consults residents as required by law. The tool does not review the company’s documents or automatically confirm that the rules comply with the law. The draft marking is removed only once approval details have been entered; this does not replace the company’s decision.

The complete package includes the guide, notices and forms. The Plus package also includes the house-rules tool. A package is one order, and an annual package has one renewal at the price of the whole package. Separate downloads do not constitute separate annual subscriptions. The package price stated in the order confirmation determines the price. Prices include applicable taxes. Printing, postage and physical products are purchased separately.

The buyer and target housing company for the Responsibility Chart Editor, house-rules tool and Housing Company Life Plus package

You may buy the product as a private individual or on behalf of a housing company or business. The licence covers one housing company and all its apartments. When paying online, you name the target housing company when you first use the tool. The target cannot subsequently be changed to another housing company. For a housing company invoice order, the target is determined by the invoice order details. A Finnish Business ID is requested only for business invoicing. The buyer’s billing details and the tool’s target housing company are separate information. Editing and distribution require the housing company’s authorisation when you act on its behalf. Use for multiple housing companies must be agreed separately.

The licence period begins with the confirmed purchase in accordance with the product terms. Naming the target later does not postpone the start or extend the licence period. Plus package materials supplied before the target is named are also intended for the same single housing company. Consumers’ statutory rights remain in force, and naming a target does not turn a consumer purchase into a business purchase. An invoice for the next period of an annual product is addressed to the buyer using the billing details they provided, not automatically to the housing company named in the tool. Naming the licence target does not give the buyer the right to make decisions on the housing company’s behalf.
