Order and contract terms

Hallitustuki · Updated 25.10.2026

1. Seller and subject of the agreement

The seller is Hallitustuki, Business ID 2197418-9, VAT number FI21974189, Bulevardi 21, 00180 Helsinki. Contact: posti@hallitustuki.fi, phone 020 340 200.

The online store offers downloadable guides, templates, label materials and associated licences. The product’s contents, price, licence scope and any recurring subscription are specified on the product page and before a binding order. A housing-company licence applies to the company named in the order. For online-payment purchases of the Responsibility Chart Editor, house-rules tool and Plus package, the target company may be named when the tool is first used, as described below. A product for your own home is for one household’s own use.

2. Price, payment and order confirmation

Prices are stated in euros as the total amounts payable by the customer, including applicable taxes. Additional services offered in a quotation are agreed separately. Online payments are processed through Shopify Payments. Available payment methods are shown at checkout. With Invoice to the housing company, an invoice is sent separately through Fennoa using the billing details supplied by the customer and is paid through the customer’s bank using its account number and payment reference by the due date. The amount payable and delivery information are shown before confirmation. A request for a quotation alone is not an order. An order confirmation is sent to the email address supplied by the customer after confirmation.

3. Digital delivery and technical requirements

Materials are delivered digitally as specified in the order confirmation or with the product. PDF materials require a PDF reader. Editing Word and Excel files requires software supporting those formats. The customer is responsible for ensuring their devices and software support the stated file formats. The digital product’s price does not include physical labels, printing, materials, postage or installation.

4. Licence and annual-product renewal

One-off distribution is one agreed distribution round as paper printouts or personal PDFs, without automatic renewal. A one-off label licence covers one production and installation batch. An extended licence is a continuing subscription that renews automatically every 12 months unless cancelled before the next period begins. Cancellation may be made in writing to posti@hallitustuki.fi. The licence continues until the end of the current contract period.

A renewal invoice is sent using the selected billing method, as an e-invoice or email invoice, on the anniversary of the licence start date every 12 months. It is paid through the customer’s bank using the account number and payment reference on the invoice. The first renewal invoice is sent on the anniversary of the licence start date, 12 months after the period began. Subsequent renewal invoices are sent every 12 months. Payment is due within 14 days of the invoice date. The due date is stated on the invoice. The period continues to begin on its anniversary; the payment term does not postpone the start of subsequent periods. The customer pays each renewal invoice separately through their bank in accordance with its payment instructions. The card is not charged automatically. This is an invoice for a continuing subscription, not an optional renewal offer, and a new period does not require a new order.

When you select Invoice to the housing company as your payment method, the materials become available after the order is confirmed. The first 12-month period of the continuing licence then begins on the order date. The invoice is paid separately by its due date. Failure to pay the invoice does not cancel the subscription or remove the obligation to pay for the agreed period.

This anniversary billing applies to new orders whose confirmations specify this billing method. This update does not change billing schedules agreed for earlier orders or invoices already issued.

The first year of the extended starter package costs €118: the permanent book and calculator €39, plus annual materials €79. Subsequent periods cost €79 / 12 months. The book and calculator are not charged again. Other first- and subsequent-period prices and the renewal date are shown before ordering and in the order confirmation.

Product-specific prices and licence terms form part of the agreement. Permanent rights to the book, its working cards and calculator, and a guide purchased for your own home are not an annual subscription.

5. Returns and withdrawal for digital products

Returns for digital products

Downloadable books, PDF and ZIP files and other digital materials have no voluntary right of return or exchange.

Orders by housing companies and businesses

Where the buyer is a housing company, business or other organisation, the consumer’s 14-day right of withdrawal does not apply. No voluntary right of return or cancellation is granted. Contractual and statutory rights in the event of a defect remain in force.

Consumer’s right of withdrawal

For a distance purchase as a consumer, you generally have 14 days to withdraw from the date the agreement is concluded. Delivery of digital content may begin immediately after order confirmation with your separate express prior consent. By consenting to the start of delivery and acknowledging the loss of the right of withdrawal, you lose that right when delivery begins, provided you have received confirmation of the consent and acknowledgement on a durable medium. Payment, a download link or acceptance of general terms alone does not replace this procedure.

If your right of withdrawal remains in force, you may notify us of withdrawal at posti@hallitustuki.fi. State your name, order number and the products concerned, and clearly state that you are withdrawing from the agreement. Contact details and enquiry form.

Ending an annual subscription

The returns condition does not prevent cancellation of a future renewal period in accordance with the licence terms. The licence for the current contract period and cancellation of a future period are separate matters. Any separate continuing service is subject to the statutory rules applicable to that service.

6. Defects, delay and complaints

If a file will not open, a delivery is missing or the content differs from what was agreed, contact Hallitustuki and identify the order and problem. A defect or delay will be investigated under applicable law. These terms do not remove the seller’s responsibility for delivery as agreed or limit consumers’ mandatory rights.

7. Price data and practical implementation

Examples in the guides and calculators support the housing company’s own planning. Before distribution, the company confirms its own contract prices, local sorting instructions and company-specific information. No particular savings or recycling rate are promised. Printed products are agreed separately in a quotation.

8. Privacy and disputes

Personal-data processing is described in the privacy notice. The agreement is governed by Finnish law without limiting consumers’ mandatory rights. The parties first seek to resolve any dispute between themselves. A consumer may seek assistance from Consumer Advisory Services and refer the matter to the Consumer Disputes Board.

Responsibility Chart Editor browser tool

The separate Responsibility Chart Editor can be purchased as a private individual or on behalf of a housing company or business for use by one named housing company. It is a browser-based service from which the company creates its own PDF outputs. The limited licence costs a one-off €59 and includes a 60-day editing period and one distribution round. The extended licence costs €99 / 12 months and continues automatically for further 12-month periods unless cancelled before the next period begins. The initial and subsequent periods cost €99 / period; renewals are invoiced through Fennoa and the card or Klarna is not charged automatically. Prices include VAT at 25.5 %. A confirmed invoice order grants access before payment. Editing rights, distribution methods, duration, cancellation and technical requirements are defined in section 10 of the licence terms. Restrictions on editing existing ready-made responsibility PDF products remain in section 9.

Everyday life in housing companies and house rules

The Everyday Life product family includes a resident guide, notices, forms, complete packages and a browser-based house-rules tool. All prices cover all apartments in one named housing company. A one-off distribution product permits one finalised set of materials and one paper or personal PDF distribution round. The extended use and editing licence is a continuing 12-month subscription: during the period, materials may be edited, printed and distributed without limit and published in the company’s own online channels. Updates to the purchased product published during the period are included.

The one-off house-rules tool product includes a 60-day preparation period and one final version. The extended licence opens the tool for 12 months at a time. The Plus package includes the tool and all static materials. The package is one subscription and an annual package has one renewal fee for the whole package. Downloading components does not create separate annual products.

The initial order can be paid through an online payment method offered by the store or invoiced through Fennoa. A verified housing-company invoice order grants access before payment. The annual subscription renews at the same period price unless cancelled before the new period begins at posti@hallitustuki.fi. Renewal is invoiced through Fennoa on the anniversary and payment is due within 14 days. The card or Klarna is not charged automatically. Prices, licence limits, editing, sharing, termination and the company’s responsibility for decisions are described in section 11 of the licence terms. The product-specific terms version is HT-ARKI-2026-10-23.

The buyer and target housing company for the Responsibility Chart Editor, house-rules tool and Housing Company Life Plus package

You may buy the product as a private individual or on behalf of a housing company or business. The licence covers one housing company and all its apartments. When paying online, you name the target housing company when you first use the tool. The target cannot subsequently be changed to another housing company. For a housing company invoice order, the target is determined by the invoice order details. A Finnish Business ID is requested only for business invoicing. The buyer’s billing details and the tool’s target housing company are separate information. Editing and distribution require the housing company’s authorisation when you act on its behalf. Use for multiple housing companies must be agreed separately.

The licence period begins with the confirmed purchase in accordance with the product terms. Naming the target later does not postpone the start or extend the licence period. Plus package materials supplied before the target is named are also intended for the same single housing company. Consumers’ statutory rights remain in force, and naming a target does not turn a consumer purchase into a business purchase. An invoice for the next period of an annual product is addressed to the buyer using the billing details they provided, not automatically to the housing company named in the tool. Naming the licence target does not give the buyer the right to make decisions on the housing company’s behalf.
